国土空间规划体系下海岸带专项规划的编制重点与策略

The Key-points and Strategies of Coastal Zone Planning under the System of Territorial Space Planning

文章梳理了国土空间规划体系建立前海岸带规划的发展历程,总结了当前海岸带陆海统筹存在的5个问题,结合自然资源部印发的《省级海岸带综合保护与利用规划编制指南(试行)》的要求,从理论层面探讨了海岸带专项规划编制的4项重点内容,包括海洋功能分区及管控、海岸建筑退缩线划定、海岸线资源分类管控、海洋产业布局优化,提出“加强调查、摸清家底,因地制宜、合理取舍,严格管控、把握底线,整合资源、统筹布局,充分衔接、适当沿用”5个编制策略,旨在为全国各沿海省市编制海岸带专项规划提供参考与借鉴。

This paper summarized the history of Coastal Zone Planning(CZP)and the challenges faced by the current coastal zone management.Based on The Guidelines for Provincial Coastal Zone Comprehensive Protection and Utilization Planning(Trial),this paper discussed the key points of the preparation of CZP,including marine function zoning and control,the delimitation of building setback along the coast,classified management and control of coastline resources,and optimization of marine industry layout.Finally,four strategies were proposed,including strengthening investigation,adjusting measures to local conditions,strict control,bottom line thinking,resource integration,and comprehensive connection with other plans.This study will provide some reference and enlightenment for coastal provinces and cities to prepare CZP.
