英国海洋空间规划陆海统筹的经验与启示

Experience and Reference of Land-Sea Coordination in British Marine Space Planning for China

陆海统筹是新时期沿海地区编制国土空间规划的重要理念。文章以英国海洋空间规划为例,从制度设计、“多规”协调、关键内容和具体流程等方面分析其陆海统筹的做法与经验,并结合我国国土空间规划体系改革要求,提出在我国国土空间规划中落实陆海统筹的政策建议,以期为我国沿海地区国土空间规划编制提供借鉴和参考。

Land and sea coordination is an important concept in the formulation of territorial space planning for coastal areas in the new era.In this paper,the British marine space planning is taken as an example with an analysis of its experiences and practices on system design,coordination on multi-space planning,key points and specific procedures of the land-sea coordination.This paper further proposes policy advice regarding the implementation of land and sea coordination in China’s territorial space planning.
