教材建设质量保障体系是一个系统,包括政治保障、组织保障、制度保障、经费与物质保障。进入新时代,我国着力构建教材建设质量保障体系,加强党对教材工作的全面领导,强化政治保障;明晰权责统一、运转高效的教材治理结构,健全组织保障;建立系统规范、科学有效的教材建设制度,完善制度保障;调动教材建设主体积极性,强化经费与物质保障。面向未来,围绕高质量建设目标,建立健全彰显中国特色、适应新时代要求、促进学生发展的教材建设质量保障体系,必须坚持强化教材意识形态正确导向,强化地方和高校的主体意识与责任,分类制定教材质量评价指标体系,建立教材质量督查和责任追究制度,重点优化教材编写和审查环节,健全教材向教学转化的工作机制。

The quality assurance system of textbook construction is a system which contains political guarantee,organizational guarantee,institutional guarantee,and financial and material guarantee.In the new era, China has been pushing forward the construction of a quality assurance system for textbook construction,strengthening political guarantee through the Party’s overall leadership over textbook work,improving organizational guarantee through clarifying a unified,functional and efficient governance structure for textbooks,establishing institutional guarantee through a systematic,standardized and scientific and effective textbook construction system,improving financial and material guarantee though mobilizing the enthusiasm of organizations related to textbook construction.In the future, to establish and improve the quality assurance system of textbook construction that manifests Chinese characteristics,adapts to the requirements of the new era and promotes students’ development,we must strengthen the ideological orientation of textbooks,improve the subject consciousness and responsibility consciousness of local governments and universities,formulate the quality evaluation index system of textbooks in a classified manner,establish the quality supervision and accountability system of textbooks,focus on optimizing the preparation and review of textbooks,and improve the working mechanism of textbooks.
