运载火箭发射场工作特点突出、约束条件严格、要求极高,针对出现的“靶场流程长、工艺规范不全面、过程管控量化不够、岗位职责不清晰、时间约束不强”等问题,采取建立一套有效的流程优化方法、设计、实施方案,形成了由发射场一级流程、二级流程、基本工作单元、岗位作业书组成的,采用信息化智能平台为管理手段的任务流程管理体系,实现发射场任务精细化管理流程优化,解决了突出问题,切实提高了发射场工作效率、工作质量,做到对工作流程、资源的精细化管理和配置。
