摘要 运载火箭发射场危险性大、危险作业多、发生事故率大,事故后果及影响大,是大型外场试验安全管理的重点。载人航天,人命关天,对发射场安全性提出了更高的要求。针对可能出现的人的不安全行为、物的不安全状态、环境缺陷和管理缺陷,以“人、机、环、管”四要素为重点,采取一系列针对性强的措施,补缺管控短板,符合应急发射流程特点,提高技术安全管理有效性,提升发射场本质安全。 The launch site for launch vehicle is the focus of safety management of large outdoor test because of its high level of danger,hazardous operations,accident rate,consequences and impact of accidents.There are higher standards on launch site safety because human life is at stake in manned space.Therefore,the effectiveness of technical safety management should be improved and launch site safety should be enhanced by adopting a series of highly targeted measures to fill in the management gaps and meeting the characteristics of the emergency launch process in response to possible unsafe human behaviour,unsafe physical conditions,environmental deficiencies and management deficiencies.
