摘要
为了降低轨道交通机电设备全寿命周期费用,解决运营期设备维护维修、备件采购难的问题,本文对轨道交通机电设备招标采购现状进行分析,发现分阶段招标采购不利于控制全寿命周期费用及设备可靠性。基于对全寿命周期费用及招标采购关键要素的研究结果,并结合轨道交通机电设备特点,确定了招标采购评标指标及权重取值,提出招标采购方案。结果表明:基于全寿命周期的轨道交通机电设备招标采购可有效降低全寿命周期成本,同时可促进轨道交通机电装备制造商着力技术革新与转型发展,不断提升设备可靠性。为今后轨道交通机电设备管理与招标采购提供参考。
In order to reduce the life cycle cost of rail transit equipment and solve the problems of maintenance and spare parts procurement duing the operation period, the current situation of bidding and procurement of electromechanical equipment for rail transportation is analyzed, and it is found out that phased bidding and procurement are not conducive to controlling the whole life cycle costs and equipment reliability.Based on the results of research on the whole life cycle costs and key elements of bidding and procurement, and combined with the characteristics of rail transportation electromechanical equipment, the bidding and procurement evaluation indexes and weighting values are determined, and the scheme on bidding and procurement is proposed.The results show that, the bidding and procurement of rail transportation electromechanical equipment based on the whole life cycle can effectively reduce the whole life cycle costs, while it can promote the manufacturers of rail transportation electromechanical equipment to focus on technological innovation and transformation development, and continuously improve the reliability of the equipment, which can provide references for future management and bidding procurement of rail transportation electromechanical equipment.
