Optimizing the Management of Funds to Stimulate the Innovation Energy

近期,财政部、国家自然科学基金委员会联合印发修订后的《国家自然科学基金资助项目资金管理办法》(财教[2021]177号),对项目资金的使用和管理推出新理念、新举措。浙江大学充分认识规范项目资金管理和使用、提高项目资金使用效益的重要意义,主动贯彻落实《项目资金管理办法》,结合学校实际,相继出台《浙江大学自然科学纵向科研项目间接费用管理办法》和《浙江大学科研项目结余经费管理办法》等文件,通过创新管理模式和提升服务水平,确保各项举措发挥实效,进一步激发基础研究科研人员的积极性,增强他们的成就感和获得感。本文着重总结浙江大学在项目资金管理方面的实践经验,并就新形势下如何进一步加强对项目资金的管理和监督提出思考和建议。

Recently,the Ministry of Finance and the National Natural Science Foundation of China jointly issued the revised“Regulations for Fund Management of Projects Funded by the National Natural Science Foundation of China”,introducing new concepts and measures for utilization and management of project funds.Zhejiang University fully recognizes the importance of regulating fund management and utilization,and improving its efficiency.We’ve taken active measures to implement the Regulations.We issued“Regulations for Indirect Funds Management of Government-sponsored Natural Science Projects of Zhejiang University”and“Regulations for Project Balance Management of Zhejiang University”based on our situation.Through innovating management model and improving service,we ensure that our measures make actual benefits,further stimulate motivation of researchers doing fundamental research,and improve their sense of achievement and fulfillment.This article focuses on summarizing practical experience of Zhejiang University on fund management,and proposing thoughts and suggestions on how to further strengthen management and supervision on project fund.
