近年来,国有企业各类安全生产事故时有发生,安全生产形势较为严峻。通过调研分析安全生产领域形式主义官僚主义的种种表现以及产生的原因,结合国有企业和石油行业的特点,开展安全生产领域形式主义官僚主义治理工作,重点要提升安全红线意识、发挥领导干部引领作用、提升规章制度执行力、减轻基层员工负担、形成长效机制,在此基础上进一步健全完善企业HSE管理体系,保障企业安全生产形势持续向好。

Of late years,various accidents in the state-owned enterprises have occurred from time to time,revealing a serious situation of safety in operations.Through analysis of the forms of formalities and bureaucratism and their root causes in safety,combined with the characteristics of the state-owned enterprises and the oil industry,the remediation of formalities and bureaucratism in safety of operations has been carried out to mainly enhance the safety awareness of the red line,give play to the leading role of enterprise leaders,improve the execution of rules and regu lations,reduce the burden on primary-level employees and establish a long-term mechanism.On this basis,the enterprise HSE management system is bettered to ensure continuous improvements in safe operations.
