中国公共危机治理体系机构间网络关系——基于非典与新冠疫情期间政策量化对比分析

Institutional Network Relationship of China’s Public Crisis Governance System:Based on Quantitative Comparative Analysis of Policies During SARS and COVID-19

基于网络化的研究视角,从网络中心势和网络密度两个维度,考察分析我国公共危机治理体系机构间网络关系,运用文献计量方法以2003年和2020年两个时间段内发布的公共政策为数据样本,以2003年和2018年两次大规模机构改革为时间节点,对不同时期我国公共危机治理体系机构间网络关系进行对比分析。研究表明,我国公共危机治理体系机构间网络关系由集权分散型向多元紧密型转变;网络关系存在扩大化趋势;治理网络法制化增强,网络核心向党委直接领导转变;整体网络结构处于合理演化中。

Based on perspective of network,from the two dimensions of network centrality and network density,the network relationship among the institutions in China’s public crisis governance system was analyzed.Taking public policies released in 2003 and 2020 as data samples and two large-scale institutional reforms in2003 and 2018 as time nodes,the document metrology method was used to make a comparative analysis of the institutional network relationship of China’s public crisis governance system in different periods.The research shows that the network relationship among institutions in China’s public crisis governance system has changed from a centralized and decentralized type to a diverse and compact type;there is a trend of expansion of network relations;the legalization of governance network is strengthened,and the core of the network is transformed into the direct leadership of the party committee;the overall network structure is in a rational evolution.
