摘要
文章利用湖南省第六次市县级公共图书馆评估定级工作中的相关数据和对湖南省部分基层图书馆走访调研的结果,同时借鉴吉林省、贵州省及其他地区基层图书馆人力资源问题的研究成果,归纳总结出行政推动下基层图书馆人力资源问题的整体现状,并根据可持续发展的战略方向指出基层图书馆对人力资源的现实需求。文章认为基层图书馆需要在"行政推动和社会参与"的环境下,通过提升"内源发展"——转变认识、健全制度、统筹规划、拓宽渠道、塑造环境、严格考核等六个方面做好人力资源建设和开发,为基层图书馆实现可持续发展打好基础。
This thesis adopts the relevant data and visiting research findings from"The 6th Assessment and Rating in public libraries of Hunan(city,state and county)",meanwhile,drawing on the research results of human resource issues of grass-roots libraries in Jilin Province,Guizhou Province and other regions,it summarizes the overall status quo of human resource issues in grass-roots libraries under the promotion of administration,and points out the real demand of grass-roots libraries’s human resource issue according to the strategic direction of sustainable development.The study argues that under the environment of"administrative promotion and social participation",grass-roots libraries need to improve their"endogenous development"to do a good job in the construction and development of human resources through six aspects:changing cognition,improving systems,overall planning,broadening channels,shaping the environment,and strict assessment,and lay a solid foundation for the sustainable development of grass-roots libraries in China.
