The fragmentation of global governance structure is embodied in the existence of ocean governance institutions and organizations with different natures,institutional systems with diversified themes and institutional arrangements with different geographical mandates.It is not dominated by a single international regime and marked by a patchwork of international institutions.The fragmentation of governance structure is a neutral concept,which are both the results of continuing development of global ocean governance and thecause of dilemma facing global ocean governance.The article argues that the concept and characteristics of fragmentation of global governance structure should be clarified and its impact on global ocean governance should be noted in order to improve global ocean governance structure.
