江苏省医疗卫生服务资源配置效率评价研究

Evaluation on Efficiency of Medical and Health Service Resource Allocation in Jiangsu Province

目的评价2013—2019年江苏省医疗卫生服务资源配置效率。方法运用数据包络分析(DEA-Malmquist)指数对江苏省医疗卫生服务资源配置效率从静态和动态两个方面分析与评价。结果江苏省医疗卫生服务资源配置效率有待优化,各地区综合效率差异明显,只有南京、徐州、常州、南通、镇江的DEA值大于1.000属于相对有效,其余城市均为无效;全要素生产率Malmquist生产率指数的平均值为0.978,江苏医疗卫生服务资源配置效率呈现下降趋势;技术进步乏力是导致医疗卫生服务资源配置效率下降的主要原因。结论建议提高江苏省医疗卫生服务资源配置效率,立足区域发展差异,优化医疗卫生服务资源配置,推进紧密型医联体,下沉优质医疗服务资源。

Objective:To evaluate the allocation efficiency of medical and health service resources in Jiangsu Province from 2013 to 2019.Method:DEA-Malmquist index is used to analyze and evaluate the allocation efficiency from static and dynamic aspects.Result:The truth is that the allocation efficiency of medical and health service resources in Jiangsu Province needs to be optimized,and there are significant differences in comprehensive efficiency among different regions.Only the DEA values of Nanjing,Xuzhou,Changzhou,Nantong and Zhenjiang are relatively effective,while the values of other cities are invalid.The average value of Malmquist productivity index of total factor productivity is 0.978,and the allocation efficiency of medical and health service resources in Jiangsu presents a downward trend.The main reason for the decrease of the efficiency of medical and health service resource allocation is the lack of technological progress.Conclusion:Therefore,it is suggested to improve the efficiency of medical and health service resource allocation in Jiangsu Province based on regional development differences,optimize medical and health service resource allocation,promote close medical union,and sink high-quality medical service resources.
