乡村空间治理的现实逻辑、困境及路径探索

The Practical logic,Dilemma,and Path of Rural Space Governance

乡村空间是地方政府治理的场域和对象,也是实现乡村振兴和国家治理现代化的重要抓手。地方政府开展乡村空间治理存在以规划为主的建设引导与空间管控、以治理为主的公共品供给与环境整治两种逻辑。但是在乡村空间治理的实践中,规划与治理缺少协同,在制度输入阶段存在地方政府部门间的行政壁垒和集体行动困境;在进入村庄后正式制度面临“水土不服”及“最后一公里”困境。基于此,文章构建了“治规合一”的行动框架,以县域为单元编制乡村规划并统筹项目实施,打破传统的部门合作方式,建立空间嵌入的治理模式,助力县域范围内空间的协调发展;以公共空间治理为接点,搭建正式制度与乡村社会之间的桥梁,通过重塑公共权威和公共价值以促进乡村空间治理实施。

Rural space is the carrier,object,and approach of local governance,rural revitalization,and modernization of national governance.There are two kinds of logic in rural space governance by local government:the construction guidance and space control based on planning,and the supply of public goods and environmental improvement based on governance.In practice,there is a lack of coordination between planning and governance,a dilemma in breaking administrative barriers and collective action at institutional level,and a“last kilometer”difficulty in implementation in villages.The paper establishes a“planning-governance integrated”action framework,makes village planning with county as a unit,and sets up a spatially embedded governance model beyond traditional methods to promote coordinated spatial county space development.It bridges formal institution and rural society by public space governance,and enhances rural space governance by rebuilding public authority and public values.
