中国不同市场经济范式下政府与市场关系重塑——以粤港澳大湾区建设为例

处理好政府与市场关系,是全面深化社会主义市场经济体制改革的重要议题。有效市场如何与有为政府更好结合,不仅是理论上亟待深入研究的问题,更是粤港澳大湾区建设实践中迫切需要探索、突破的方向。对于现代社会,政府和市场缺一不可,但两者主体实质不同,其职能必须有所分工。《粤港澳大湾区发展规划纲要》(以下简称《纲要》)中明确构建粤港澳大湾区政府与市场关系的目标、原则、边界及路径,并从市场主体、市场机制等方面确立市场在资源配置中的决定性作用,从政府主体、政府职能方面强调有效发挥政府不可或缺的关键性作用。《纲要》根据地理临近性、合作基础、产业互补性等标准,在粤港澳大湾区选取建设深圳前海、广州南沙、珠海横琴等平台,通过探索地区协同发展新模式及试验示范,在狭小范围、重要领域、高水平层次上发挥市场在合作平台资源配置中的决定性作用和更好发挥政府作用,为形成大湾区政府与市场关系合理模式提供示范。《纲要》有关政府与市场关系的论述,不仅科学定位了粤港澳大湾区不同市场经济范式下政府与市场关系的有效模式;而且粤港澳大湾区在政府与市场关系领域的实践突破,也能进一步为中国探索社会主义市场经济体制下有效市场与有为政府有机结合的道路提供重要经验借鉴。
