Design and Application of Liaoning IPTV Supervisory System Upgrade Project

随着IPTV业务的快速发展,产生了传输质量、传播内容等方面的违规问题,加强IPTV监测监管工作,保障IPTV领域意识形态安全势在必行。基于辽宁IPTV发展实际,遵循“两步走”原则,提出合理利用原有IPTV系统资源的基础上,实现辽宁省3家电信运营商IPTV的全方位监测监管,在安全播出管理常态化、监测内容手段丰富化、运营数据分析全面化3方面实现突破,形成了“关口前移、源头治理”的IPTV监测监管新模式。

With the fast development of the business of IPTV,there were constantly violations in the transmission quality,contents of communication,etc.We must strengthen the monitoring and supervision of IPTV and ensure the safety of the ideology in the field of IPTV.Based on the actual conditions of the development of IPTV in Liaoning Province,according to the two-step principle,the design thought and construction plan of the supervision system upgrading project of IPTV in Liaoning Province was proposed.Based on the rational use of the original system resources,the all-around monitoring and supervision of the three operators of IPTV in Liaoning Province were realized.Breakthroughs were made in terms of the normal safe broadcasting management,diverse monitoring contents and means,and comprehensive operation data analysis.The new mode of monitoring and supervision of IPTV of“preventing in advance and treating from the source”was formed.
