减量导向下苏南村镇工业用地更新困境与转型路径探讨

Township Industrial Land Reduction-renewal Dilemma and Solution in Southern Jiangsu Region

随着我国城乡规划由增量转向存量或减量发展,面对"资源紧约束"阶段创新驱动发展、经济转型升级的严峻挑战,推动低效村镇工业用地增效提质和减量更新成为学界关注的焦点。文章在总结我国城乡建设用地减量更新嬗变的基础上,以苏南地区为研究对象,审视村镇工业用地减量化面临的现实困境,提出了"三位一体"减量更新路径及策略框架,即建立"双耦合、双协同"村镇产业治理体系、减量更新专项规划与分类管控技术体系和"更新决策—利益补偿—三量联动"权益保障机制,以期为我国村镇工业用地减量化转型和振兴政策制定提供理论参考。

As cities turn from new area development to built-up area renewal,quality improvement,reduction,and renewal of township industrial land have become focus issues in urban planning academic circle in the face of innovation-driven development and economic upgrade.Based on a review of urban-rural construction land reduction and renewal evolution,the paper studies the practical dilemmas of township industrial land reduction in southern Jiangsu region,puts forwards a “trinity” reduction-renewal path and framework,i.e.building a double coordinated industrial governance system,the reduction-renewal special planning and categorized governance technical system,and “policy making-benefit compensation-trinity interaction” insurance mechanism.It is hoped to provide a theoretical reference for the reduction-renewal of township industrial land and policy-making in rural revitalization.
