城市产业空间资源配置策略探讨——以深圳市坪山区为例

A Study on Allocation of Industrial Space: Pingshan District, Shenzhen

产业发展是城市高质量发展的强劲推动力。产业空间作为劳动力、资本、创新技术等供给侧要素的载体,对产业高质量发展发挥着重要作用。存量发展时期,城市产业空间供需问题突出,传统产业空间规划难以有效支撑产业的转型发展,而国土空间规划体系的构建旨在实现从传统空间规划向资源配置与监督实施的转变。文章结合国土空间规划的转型要求,提出城市产业空间资源配置的策略,包括关注全域全要素的潜力评估、结合产业转型趋势的规模预判、尊重资源使用效率的空间匹配及推动资源向资产转变的空间保障等方面,并以深圳市坪山区国土空间分区规划为例,探讨坪山区产业空间资源配置和空间保障策略。

Industry pushes high quality urban development,and industrial space is the carrier of labor,capital and innovative technology.In the era of stock area planning,the contradiction between industrial space demand and supply outstands as territorial spatial planning reconfigures space resource from traditional planning.Based on the requirement of territorial spatial planning,the paper puts forwards strategies of industrial space allocation that includes whole area and all elements potential evaluation,industrial transition forecast,spatial matching based on resource efficiency,and spatial insurance for transition of resource towards asset.The strategy is practiced in the territorial spatial planning of Pingshan district plan,Shenzhen.
