林业类PPP项目的SWOT分析及建议

SWOT Analysis and Suggestions on Forestry PPP Projects

通过对财政部政府和社会资本合作中心的项目管理库中入库的156个林业类PPP项目进行SWOT分析,认为该类PPP项目具有政策支持、资金来源渠道拓宽等内部优势,也包含着社会资本准入门槛较高、获利空间较小等内部劣势。同时,这类项目具有良好的发展前景,但也面临着相关PPP法律体系建设不完善、缺乏专业人才等外部威胁。总结PPP模式在该类项目中的作用并提出相关的建议,期望可以为林业类PPP项目今后的发展提供帮助。

Through the SWOT analysis of 156 forestry PPP projects in the project management library of the China Public Private Partnership Center,it is considered that this kind of PPP projects has internal advantages such as policy support and widening of capital source channels,as well as internal disadvantages such as high social capital access threshold and small profit space. At the same time,such projects have good development prospects,but also face external threats such as imperfect construction of relevant PPP legal system and lack of professionals. This paper summarizes the role of PPP mode in such projects and puts forward relevant suggestions,hoping to provide help for the future development of forestry PPP projects.
