摘要
针对智能化煤矿面临的安全管理模式变化和人员落实的挑战,剖析了传统生产安全与智采期安全差异;基于平行理论,分析了智能化煤矿平行安全的管理模式、阶段性建设思路和管控方式,提出基于系统-数据-网络-人-机-环-管为主体的SEGI和PDCA双闭环安全管理模式。认为基于煤矿平行安全架构,通过搭建煤矿平行安全管控作业平台,遵循"四本"安全管控,形成四重预防机制,建立平行安全标准管控体系,落实人员管控和人才引进,是解决智能化煤矿平行安全非技术问题的有效方式。
In view of challenges about safety management model changes and personnel implementation with the intelligent coal mines, the difference between traditional production safety and safety during smart mining is analyzed. Based on the parallel theory, this paper analyzes the management mode, phased construction ideas and management methods of intelligent coal mines parallel safety. It proposes a SEGI and PDCA dual closed-loop safety management mode using system-data-network-man-machine-environment-management as the main body. Based on the parallel safety architecture of coal mines, it is believed that building a coal mine parallel safety operation platform, following the four-basic safety, forming a four-fold prevention mechanism,establishing a parallel safety standard system, implementing personnel control and talent introduction are effective ways to solve the non-technical problems of intelligent coal mines parallel safety.
