街区控制性详细规划水影响评价技术探讨及应用

Discussion and application of water resources evaluation technology in block control detailed planning

为贯彻"以水四定"的量水发展思路,提高水要素对全市国土空间规划的约束引导和服务保障作用,北京市要求在控制性详细规划编制阶段同步开展区域水影响评价工作,其中水资源评价体现"以水四定"思想的主要措施。以控制性详细规划中的相关指标为基础,提出基于区域空间分布下的用水总量分解技术方法,论证了人口规模、建设规模指标与水资源管控的匹配程度,并在门头沟区某街区控规中进行了实践应用,可为街区控制性详细规划水影响评价提供思路借鉴。

In order to implement "four principles of water management" and improve the constraint guidance and service guarantee role of water factors on the spatial planning of national land in Beijing,the regional water impact assessment is required to be carried out simultaneously in the stage of regulatory detailed planning, in which water resources assessment reflects the main measures of the idea.Based on the related indicators in the regulatory detailed planning, the technical method of total water consumption decomposition under regional spatial distribution was proposed, which demonstrated the matching degree of population and construction scale indicators and water resources control. In addition,it has been applied in the control planning of a block in Mentougou District, which can be used as a reference for the technical evaluation of the water impact of the controlled detailed planning.
