江苏省短缺药品储备政策效果评估研究

Study on the effect evaluation of reserve policy for drug shortage in Jiangsu Province

[目的]为我国短缺药品储备体系的优化提供参考。[方法]以江苏省为例,采用描述性统计分析、专家访谈等方法对江苏省短缺药品储备政策实施效果进行评估。[结果]供应保障方面,储备目录中84.6%的药品供应情况较未列入时有所改善,8个国家重点监测短缺品种中75%的药品较全国供应保障效果好;经济效益方面,66%的储备品种价格低于同时期全国中位价,57%的品种价格增长控制情况优于全国平均水平;社会效应方面,不仅相关企业对政策配合度高,储备品种的覆盖面也逐年扩大,更加贴合临床和社会需求。[结论]政策实施后药品供应保障效果良好,基本满足省内临床用药需求;具有较为显著的经济效益和社会综合效应,间接提高了药品可及性和卫生健康保障水平。

Objective To provide a reference for promoting the reserve system of drug shortage in China.Methods It took Jiangsu Province as an example,descriptive statistical methods and expert inquiry were used to evaluate the implementation effectiveness of drug reserve policy in Jiangsu Province.Results In terms of supply security,84.6%of the medicines in the reserve list were better than when they were uncatalogued,and 75%of the 8 medicines in the national key monitoring shortage medicines were better than the national supply security.In terms of economic benefits,66%of reserve medicines price were lower than the national median price in the same period,and 57%of medicines price growth control was better than the national average level.In terms of social effects,not only do relevant enterprises had a high degree of policy coordination,but also the coverage of reserve varieties was expanding year by year,which was more in line with clinical and social demands.Conclusions After the implementation of the policy,the supply effect is good,which basically meets the clinical drug requirement in the province;At the same time,it has a relatively significant economic benefit and social comprehensive effect,which indirectly improves drug accessibility and the level of health protection.
