山西省引进海外人才创业政策体系的文本分析与优化建议

Textual Analyses and Suggestions for the Promotion of Shanxi’s Policies on Overseas Returnees’Entrepreneurship

切实发挥人才政策的导向作用,才能激活引进人才的战略资源优势,进而助推山西省产业结构转型升级。通过检索山西省政府在2000年-2020年期间出台颁布的各项人才计划与政策文件,本文采用共词分析和文本分析,对山西省引进人才创业政策的颁布主体、政策类型、文种类型和关键词进行编码及量化研究,同时,选取六位来晋创业的海外人才对其创业过程进行了质性访谈,进而从政策工具的视角有针对性地提出优化山西省引进人才创业政策的建议。

Effective talent policies can help Shanxi make use of the human resources of talents and promote the upgrade and transition of Shanxi’s industrial structure.This paper explored the texts of a variety of talent plans and policies made by Shanxi provincial government between 2000 and 2020,codified and analyzed the bodies issued the policies,categories,languages,and key words of Shanxi’s policies on oversea returnees’entrepreneurship,and interviewed six overseas returnees on their entrepreneurial experiences.This paper proposed recommendations for the promotion of Shanxi’s policies on oversea returnees’entrepreneurship.
