摘要
通过梳理人才引进和住房政策、政策绩效评价以及人才流动意愿等方面的研究现状,利用CCR模型和BCC模型构建安徽省人才安居住房政策绩效评价模型,实证研究得到安徽省合肥市、芜湖市等9个城市人才安居住房政策投入产出的综合技术效率、纯技术效率和规模效率。结果表明,政策绩效不高的主要原因是资源投入利用不合理以及基本产出指标和实施效益指标产出不足。从加强人才安居住房政策设计、优化人才安居住房供应体系、提高人才安居住房政策实施效率等方面给出建议。
This paper combs the research status of talent introduction and housing policy,policy performance evaluation and talent flow willingness,constructs the performance evaluation model of talent housing policy in Anhui Province by using CCR model and BCC model,and shows that the comprehensive technical efficiency,pure technical efficiency and scale efficiency of the input-output of talent housing policy in 9 cities such as Hefei City and Wuhu City.According to the result analysis,it is found that the main reasons for the low policy performance are the unreasonable input and utilization of resources,and the lack of basic output indicators and implementation benefit indicators.Finally,it gives some suggestions on strengthening the design of talent housing policy,optimizing the talent housing supply system and improving the implementation efficiency of talent housing policy.
