技术赋权视角下的网络话语失序问题及其治理

The Problem of Network Discourse Disorder and Its Governance from the Perspective of Technological Empowerment

网络技术的发展赋予社会大众新型话语权,网络空间成为重要的话语场。而在网民不理性、网络平台存在逐利心理、政民网络对话不畅通等因素的作用下,网络空间内出现了诸多话语失序现象,主要表现为三种形式:网络话语主体失去理性、网络话语内容失去真实性、话语权威主体在网络中失去威信。政府管理部门必须在网络空间内主导话语秩序,并从道德引导和搭建对话平台等多个方面共同推进,为网络空间治理提供良好的话语环境。

The development of network technology has given the public a new right to speak,and cyberspace has become important discourse field.Due to the irrationality of netizens,the profit-seeking psychology of the Internet platform,and the lack of smooth dialogue between the government and the people on the Internet,many discourse disorders have appeared in the cyberspace,which mainly manifests in three forms:the network discourse subject is irrational,the network discourse content is untrue,and the authoritative subject of discourse loses its prestige in the network.The government administration must lead the discourse order in cyberspace,and jointly promote it from multiple aspects,such as moral guidance and building platforms,so as to provide a good discourse environment for cyberspace governance.
