摘要
梳理高职院校二级学院绩效考核相关文献,基于“双高计划”建设任务和绩效考核的要求,围绕考核系数、核心指标、扣分项三个方面,从基础性指标、发展性指标、创新性指标、满意度指标和扣分性指标等维度,构建类型特色和高质量发展互融互促的高职院校二级学院绩效考核指标体系。同时提出推进高职院校二级学院绩效考核指标体系设计与实施的建议:指标体系设计坚持重视党建基础保障作用与突出职业教育核心办学指标相结合,指标内容选取坚持保持核心办学指标相对稳定与开展高质量发展动态调整相结合,考核实施坚持投入产出匹配与负面清单刚性约束相结合,考核结果应用坚持重视二级学院办学主体地位与突出职业教育类型特色相结合。
This paper reviews the literature on the performance appraisal of secondary colleges in higher vocational colleges and proposes to build a performance appraisal index system for secondary colleges of higher vocational colleges that integrates type characteristics and high-quality development.The construction of this indicator system should be based on the“Double High Plan”construction tasks and performance appraisal requirements,focusing on the three aspects of appraisal coefficients,core indicators and deduction items and five dimensions of basic indicators,developmental indicators,innovative indicators,and satisfaction indicators and deductible indicator.Furthermore,some suggestions are put forward to promote the design and implementation of the performance appraisal index system.In the index system design,we should attach equal importance to the basic guarantee role of party construction and the core indicators of vocational education.In the selection of index content,we should adhere to the relatively stable core school-running index and the dynamic adjustment and coordination of high-quality development.In the implementation of appraisal,we should adhere to the matching of input and output and highlight the rigid constraint of negative list.In the application of the appraisal results,we should pay attention to both the main position of secondary colleges and the typification of vocational education.
