基于韧性理论的高校校园安全体系建设研究

Research on the Construction of Campus Security System Based on Resilience Theory

统筹发展与安全,建立敏捷、高效的安全治理体系是处于风险社会中的高等教育和高等学校所面临的重要课题。现有关于重大突发事件应急管理的研究还较少涉及高等学校,校园安全的研究也缺乏针对重大突发风险的讨论。运用“社区韧性”理论进行高等学校校园安全问题研究,提出“大学社区韧性”的概念和理论,研究发现,以组织韧性、空间韧性、治理韧性、文化韧性与数字韧性为主体的“大学社区韧性”是我国高校成功应对新冠肺炎疫情的根本原因。从制度化和可持续化的角度看,完善高校安全治理体系需要进一步健全高校应急规范体系,优化校地空间治理体系,完善高校应急管理体系,营造校园安全文化体系和构建智慧校园体系,这为我国高校应急管理体系的创新提供分析框架和实践路径。

Coordinating development and safety to establish an agile and efficient security systemis an important topic for colleges anduniversities and higher education in risk societies.Existing research on major emergency management is still less related to colleges and universities,and campus safety research also lacks discussions on major emergencyrisks.Applying the Community Resilience Theory to the high school campus safety research,this paperproposes the concept and theory of University Community Resilience to provide analysis framework and practice path for the innovation of emergency management system in China′s colleges and universities.Studies have found that university community resilience based on organizational resilience,spatial resilience,governance resilience,digital resilience,cultural resilience is the root cause of China′s colleges and universities successfully dealing with COVID-19.From the perspective of systematism and sustainability,to improve the safety governance system of colleges and universities needs to perfect the emergency legal norms system of colleges and universities,to optimize emergency spatial system established by schools and governments,to strengthen college emergency management system,to consolidate campus risk culture system,and to construct smartcampus system.
