新型职业农民培训合作治理模式研究

Research on Cooperative Governance Model of New Professional Farmers Training

当前,新型职业农民培训迫切需要对现行职业农民培训模式进行优化和升级,引入合作治理理念,从治理主体、治理结构、治理方式、治理工具、治理理念五方面构建新型职业农民合作治理框架,实现政府、农民、社会组织、第三方评估机构四个不同主体间的协同与合作。在此基础上提出加快第三方评估机构培育工作、激励社会力量参与、加强合作治理模式的大数据基础设施开发建设的路径,实现新型职业农民培训合作治理长效发展。

At present,the training of new professional farmers urgently needs to optimize and upgrade the current training model of professional farmers,introduce the concept of cooperative governance,and build the cooperative governance framework of new profe-ssional farmers from five aspects of governance subject,governance structure,governance method,governance tool and governance concepts,so as to realize the coordination and cooperation among four different subjects of government,farmers,social organizations and third-party evaluation.On this basis,it proposes the path of accelerating the cultivation of third-party evaluation institutions,encouraging the participation of social forces and deepening the development and construction of big data infrastructure under the cooperative governance model,so as to realize the long-term development of cooperative governance of new professional farmer training.
