数字化转型下农村公共服务整体性供给:思路与进路

Ideas and Approaches of Holistic Supply of Rural Public Services from the Perspective of Digital Transformation

乡村振兴背景下,推进农村公共服务供给数字化转型是破解"城乡分治"、消弭城乡鸿沟的必由之路,也是促进城乡公共服务均等化的重要途径。长期以来,我国农村公共服务供给受城乡二元结构、压力型体制、府际竞争和部门主义等因素影响,面临部门联结、供给内容、政策体系三大碎片化难题。整体性治理理论可为解决上述问题提供有效参考,结果表明:数字化转型的独特优势能够推动农村公共服务供给的整体性重构。基于此,提出数字化转型下以农民需求为导向的农村公共服务整体性供给的未来图景,建议从组织整合、服务共创、机制协同三重路径出发,以强化农村公共服务供给跨部门联结,加快形成农村数字公共服务共同体,助益农村公共服务供给一致性运作。

In implementing the rural revitalization strategy,it is necessary to promote digital transformation of rural public services supply in order to break the segregation of urban and rural governance,bridge the gaps and promote the equalization of public service between urban and rural areas.For a long time,the supply of rural public services in China has been affected by urban-rural dual structure,pressure system,intergovernmental competition and departmentalism.As a result,it is confronted by three major fragmented problems:sector linkage,supply content,and policy system.The theory of holistic governance can provide an effective reference for the solution of the above problems,and the results show that with its unique advantages,digital transformation can promote the holistic reconstruction of rural public service supply.We accordingly propose a vision of holistic supply of rural public services oriented by farmers’ needs.And it is recommended that reconstruction should start from the three-fold path of organization integration,service co-creation,and mechanism coordination in order to strengthen the cross-departmental connection of rural public service supply,accelerate the formation of a rural digital public service community and facilitate the consistent operation of rural public service supply.
