强化流域统一规划是落实习近平总书记"十六字"治水思路的政治要求,是推动新发展阶段水利高质量发展的实施路径,是强化流域治理管理的重点任务,以国家发展规划为统领,以空间规划为基础,按照流域单元,以流域综合规划为纲、专业专项规划为目,纲举目张,加快建立健全定位准确、边界清晰、功能互补、统一衔接的规划体系,是实现流域系统治理、高效管理和助推流域区域经济社会高质量发展的重要保障。

Improving the unified river basin planning,as the political demand for implementing the“16-character”water conservancy thought of General Secretary Xi Jinping,is the implementation approach for improving the high-quality development of water conservancy in the new stage of development as well as the key task for strengthening the administrative management of river basin. Taking the national development planning as the leadership,on the basis of spatial planning,according to the basin units,with river basin comprehensive planning as the program,and professional and special planning as the outline,we will accelerate the establishment of a unified planning system with accurate positioning,clear boundary,complementary functions and unified cohesion. It is an important guarantee to realize the basin system,efficient management and boost basin plays an important role in promoting the regional economic and social development in high quality.
