摘要
香港国际机场第三跑道填海工程地处大屿山西北片水域,处于中华白海豚的栖息地核心区,香港地区法律要求在此“敏感水域”施工不得影响到海豚的栖息活动,在项目工可阶段,EIA(Environment Impact Assess)文件中已明确要求必须在施工点安排足够数量海豚观察员进行水面瞭望。在实施过程中,现场人工观察存在监管难、人员责任感不强、夜间观察效果差等诸多弊端。项目部提出利用CCTV远程监控替代现场肉眼观测的方案。通过方案比选、设备选型、试验验证,新方案满足了环保计划书中的要求,实施效果理想,经济效益非常可观。
The main reclamation works of Hong Kong International Airport three runway system project is located in the north-western part of Lantau Island where is the core habitat area of the Chinese white dolphins.The laws of Hong Kong require that any construction activities in this"sensitive water area"shall not affect the habitat of the dolphins.Therefore,during the project's feasibility phase,the EIA(Environmental Impact Assessment)report has required that a sufficient number of dolphin observers must be arranged at the construction site for the observation.However,during the implementation process,on-site manual observation has encountered the difficulties,such as difficulty in supervision,low sense of responsibility of personnel,and poor effect of night observation,etc.Therefore,the project team proposed the use of automatic remote monitoring by CCTV instead of on-site visual observation.Through the various plans comparison and selection,equipment selection,and verification tests,the new scheme meets the requirements in the environmental protection plan,with ideal implementation effect and considerable economic benefits.
