“五眼联盟”转型与加拿大的应对

The Transformation of the“Five Eyes Alliance”and Canada’s Response

2013年6月“斯诺登事件”发生后,曾经极其隐秘的情报网络“五眼联盟”逐渐从幕后走向台前。“五眼联盟”开始公开召开政府元首与部长级会议,讨论的议题也从情报合作扩展至供应链安全、外国政治干预、应对新冠肺炎疫情等领域,联盟开启了从秘密情报网络向政治安全同盟的转型。为此,加拿大不断调整自身的立场与政策以适应联盟的转型。此过程对加拿大来说,既是机会也是挑战。机会方面,“五眼联盟”的转型为加拿大提供了发挥国际影响力的新平台,增加了其在一些国际议题上的话语权;挑战方面,由于联盟内国家实力的不对称性,加拿大被迫在一些不符合自身利益的议题上跟随美国,削弱了其对外决策的独立性。

After the Edward Snowden incident in June 2013,the once extremely secretive intelligence network,the“Five Eyes Alliance”,gradually moved to the foreground.The“Five Eyes Alliance”has begun to openly convene heads of state and ministerial meetings,and the topics discussed have expanded from intelligence cooperation to areas such as supply chain security,foreign political interference,and response to the COVID-19 pandemic,starting the transformation from a secret intelligence network to a political security alliance.For this reason,Canada is constantly adjusting its position and policies to adapt to the transformation of the alliance.This process presents both opportunities and challenges to Canada.In terms of opportunities,the transformation of the“Five Eyes Alliance”provides Canada with a new platform for exerting its international influence and increases her voice on some international issues.In terms of challenges,due to the asymmetry of power within the alliance,Canada is forced to follow the United States on issues that are not in its self-interest,which impaires its sovereignty of foreign policy-making.
