回顾了自中国共产党成立百年以来,我国科技经济紧密结合的发展历程,共分为3个阶段,概述了每个阶段党和国家最高领导人关于科技经济结合论述的要点,以及科技经济结合的主要特征。科技经济结合始终是我国科技发展,特别是改革开放以来科技体制改革的中心议题。经过百年探索与实践,我国科技经济结合表现出五大发展经验与启示,即坚持继承与创新的结合、重视科学技术作为革命性力量的作用、重视理论与实践的结合、坚持普遍性与时代性的统一、重视创新作为科技经济结合媒介的重要作用。在现代化新征程中,科技经济结合进入了一体化深度融合时期,呈现出数字化引领、创新生态化、结合组织化、实体化等新趋势。在未来实践中,要把握新方向新策略,将深度网络化、数字化、平台化、智能化贯穿于科技经济融合的全过程;突出国家和区域战略性科技力量的引领作用;突出城市群的新能量新动力;推进"科创中国"试点城市建设,探索供需高效对接等有效融合模式;深入推进科技经济深度融合的组织创新;深入研究科技经济结合促进共同富裕的理论与实践新课题。

This paper reviews the development process of China’s combination between science & technology and economy since the founding of the Communist Party of China for a hundred years. It is divided into three stages, which summarizes the main points of brilliant exposition about the combination of science & technology economy by the leaders of the party and the state, and the main characteristics of the combination of science & technology economy at each stage. The combination between science & technology and economy has always been the central issue of China’s science and technology development, especially since the Reform and Opening Up. After a hundred years of exploration and practice, China’s promotion of the combination between science & technology and economy shows five development experiences and enlightenment, that is, adhering to the combination of inheritance and innovation;paying attention to the role of science and technology as a revolutionary force;paying attention to the combination of theory and practice;adhering to the unity of universality and contemporaneity;paying attention to the important role of innovation as the intermediary of the combination between science &technology and economy.In the new journey of building a modern country in an all-round way, further accelerating the deep integration of science & technology and economy is of great significance for building a world scientific and technological power, building a strong modern economic system, solving key core technologies and improving the efficiency of scientific and technological innovation. At present, the combination between science & technology and economy has entered a period of deep integration, showing six new trends, that is, digitization will lead the comprehensive and deep integration of science & technology and economy;Ecology and community consciousness will lead to the conceptual change of the integration of science & technology and economy;From general shallow combination to deep integration of science & technology and economic organization;From virtual combination to substantive effective integration development;Cross border innovation empowers the deep integration of science & technology and economy;Multi-subject linkage, co-governance and co-prosperity have become the inevitable pursuit of all parties involved in the deep integration of science & technology and economy.In the future practice of science & technology and economy integration, the new direction and new strategy should be grasped, that is, adapt to the new direction of digital economy development, and run the deep networking, digitization, platform and intelligence through the whole process of science & technology and economy integration;Highlight the leading role of national and regional strategic scientific and technological forces, and place five first-class innovation entities at the center of leading the integration of science & technology and economy;Highlight the new forces and new driving forces of urban agglomeration, and vigorously promote the integrated development of cross regional science, technology and economy;Further promote the construction of pilot cities of "science and technology innovation China", explore the long-term mechanism of science & technology and economic integration under the new situation, and strive to open up the four channels of supply and demand connection, technology financing, project implementation and talent admission;Further promote the deep integration and organizational innovation between science & technology and economy, cultivate new integration organizations, and form an industrial collaborative innovation community;Strengthen the people-oriented and people-centered sense of purpose, and deeply study and summarize the new theoretical topics and new practical development of promoting common prosperity through combination between science & technology and economy.
