动员式治理与嵌入式交往:驻村干部工作艺术与乡村振兴

Mobilized Governance and Embedded Communication:The Work Skills of Cadres Stationed in Villages and Rural Revitalization

因熟悉政策、背靠政府、服从组织、肩负使命,驻村干部在乡村振兴的政治基础、组织基础与社会基础上有比较明显的优势,探讨脱贫攻坚时期驻村干部的工作艺术与工作经验,可以为乡村振兴阶段干部驻村工作提供借鉴与启示。脱贫攻坚阶段,驻村干部在帮扶工作中表现出动员式治理和嵌入式交往两大工作艺术,前者主要是通过思想动员、产业动员和模范动员三大动员方式来起到初步调适工作的作用,后者则是采用角色嵌入、情感嵌入与关系嵌入来达到深度融入工作的效果。不过,有时候因帮扶“过多”、嵌入“过度”,会引发责任异化、决策偏差等困境。要让驻村干部在乡村振兴政策落实、资源链接、力量整合等方面不断发挥作用,就应强化对驻村工作的认识、完善驻村帮扶机制、创新驻镇帮镇扶村体系。

Being familiar with policies,supported by the government,obeying the organization and shouldering the mission,cadres stationed in villages have obvious advantages on the political,organizational and social basis of rural revitalization.It is significant to discuss the work skill and work experience of cadres stationed in villages in the period of poverty alleviation for it can provide reference and enlightenment for the work of village cadres in the stage of rural revitalization.In the stage of poverty alleviation,the cadres stationed in the villages have shown two major work skills:mobilization governance and embedded communication.The former mainly plays the role of preliminary adjustment through three mobilization methods:ideological mobilization,industrial mobilization and model mobilization,while the latter uses role embedding,emotional embedding and relationship embedding to achieve the effect of deep integration into the work.However,sometimes due to“too much help”and“too much embedding”,such dilemmas as responsibility alienation,decision-making deviation,etc.will occur.To make the cadres stationed in the village play the role in the implementation of rural revitalization policies,resource links and force integration,we should strengthen the awareness of the work of the cadres stationed in the villages,improve the assistance mechanism related to cadres stationed in the villages and innovate the assistance system of cadres stationed in the villages.
