独立学院加快转设的困境及路径

Dilemma and Countermeasures of Independent Colleges’Accelerative Transformation

在《民办教育促进法》两次修订、教育部新一轮强力推动独立学院转设、构建更加公平健康的高等教育制度环境等多重因素叠加影响下,我国独立学院的转设明显加快,进入全面转型的新阶段。各地独立学院开展了积极的转型探索,其中"浙江模式"独立学院的"县域迁建"成为应对转设的有益尝试。独立学院转设中面临认知困境、转型困境、达标困境、产权困境、发展困境等五大挑战。为全面推动独立学院转设发展,需要加强省级政府教育统筹协调,充分调动利益相关方的积极性,坚持分类指导有序推进转设,多渠道化解产权分割难题,促进独立学院健康可持续发展。

With the revision of Private Education Promotion Law and the Ministry of Education’s new round of promoting the development of independent colleges,for the construction of equitable higher educational environment,the transformation of independent colleges in China has accelerated significantly,and entered a new stage of development.Dilemmas in the transformation of independent colleges involve the challenging areas of cognition,transformation,condition,property rights and development.This article considered the case of Zhejiang’s county-bound shift of independent colleges to look at the viable approaches toward the effective transformation.It suggested that specific steps can be taken such as the provincial administrations’role in coordination,interest parties’initiatives,well-assorted directions,and multiple solutions to property rights disputes,in order to promote the sustainable development of independent colleges.
