数字经济标准化建设政策的协同研究——以长三角地区为例

Research on Policy Coordination of Standardization Construction in Digital Economy——Taking the Yangtze River Delta as an Example

数字经济已经成为我国经济增长的新引擎,标准作为国际竞争的重要因素,其对数字经济产业的发展具有支撑性作用。本文从政策领域、政策目标、政策措施、政策执行的维度,运用LDA主题建模提取政策主题词,分析长三角地区与中央在数字经济标准化建设政策的协同性。结果表明,江苏、安徽的政策协同性较强,上海、浙江的政策创新性较强;中央政策目标更为宏观,地方政策目标更符合地方经济发展特点;中央和地方在资金、人才激励措施均有所欠缺;地方在政策执行中更注重标准监督认证,标准制定过程更加具体。基于政策协同的研究,结合当前数字经济标准化发展现状,对数字经济标准化政策与标准化工作提出建议,为数字经济标准化高质量发展提供思路。

Digital economy has become a new engine of China’s economic growth.As an important factor of international competition,standard plays a supporting role in the development of digital economy industry.From the dimensions of policy field,policy objectives,policy measures and policy implementation,this paper uses the LDA subject modeling to extract policy subject words,and analyzes the synergy between the Yangtze River Delta and the central government in the standardization development policy of digital economy.The results show that the policy synergy of Jiangsu and Anhui is strong,and the policy innovation of Shanghai and Zhejiang is strong;The central policy objectives are more macro,and the local policy objectives are more in line with the characteristics of local economic development;The central and local governments are lack of capital and talent incentive measures;Local governments pay more attention to standard supervision and certification in policy implementation,and the standard formulation process is more specific.Based on the research about policy coordination,combined with the current development status of digital economy standardization,this paper puts forward some suggestions on digital economy standardization policy and standardization work,so as to provide ideas for the high-quality development of digital economy standardization.
