产业扶持政策对建档立卡户收入影响的研究——基于赣南S镇的实证分析

On the Influence of Industrial Support Policy on Registered Farmers’Income--Based on the Empirical Analysis of S Township in Southern Jiangxi

基于2020年针对374个建档立卡户的调查数据及2021年进行的实地走访,分析赣南S镇产业扶持政策对农户增收的实际影响。在创造性使用农户所在村居“是否曾为贫困村”这一工具变量后发现,产业扶持政策对农户具有显著的增收效应;分位数回归结果则显示增收效应存在明显的异质性。此外,当地合作社的绩效在很大程度上决定了产业扶持政策的绩效。在探索促进产业兴旺推助乡村振兴的道路上,产业扶持政策应在适应产业兴旺的崭新要求、提升农民的自生发展能力、加大对中低收入农户的政策支持、优化产业扶持的软硬配套安排、创新产业扶持的政策与形式等方面进一步完善。

Based on the survey data of 374 samples collected in 2020 and the field visit conducted in 2021,we analyze the actual influence of industrial support policy on registered farmers’income in S town in southern Jiangxi province.After creatively using the instrumental variable of“whether farmers lived in a poor village or not”,it is found that the policy has a significant income increase effect on farmers.The results of quantile regression showed an obvious heterogeneity in the effect.In addition,the performance of cooperatives largely determines the performance of industrial support policy.On the way to revitalizing the rural revitalization with the help of industrial prosperity,industrial support policies should be perfected to adapt to the new requirements of industrial prosperity,enhancing farmers’self-development ability,increasing policy support to middle-and low-income farmers,optimizing the soft and hard supporting arrangements,and innovating the policies and forms of industrial support.
