跨流域调水水源区生态补偿偿付意愿及其差异性分析研究--以扬州市为例

摘要 水源地居民既是环境资源的享用者,又是环境改善的受益者,为了推进水源区生态补偿机制的建立,公众意愿的分析研究就显得非常迫切。基于条件价值法对南水北调东线源头区扬州市公众的生态补偿意愿进行问卷调查,利用非参数估计法和参数模型法测算了水源区居民生态补偿支付意愿(WTP)和受偿意愿(WTA)。结果表明:在442份有效样本中,居民具有支付意愿和受偿意愿的比例分别为76.70%和75.11%,通过非参数法和参数法结合得到的WTP和WTA值分别为206.47元/(人·年)和449.30元/(人·年),WTA/WTP值为2.18,最后提出相关的政策建议。通过对扬州市居民生态补偿偿付意愿及其差异性分析,旨在为深入研究南水北调东线工程沿线公众参与流域生态补偿甚至更大范围的社会公共管理提供参考。 Residents in water source areas are both users of environmental resources and beneficiaries of environmental improvement.In order to promote the establishment of ecological compensation mechanism in water source area,the analysis and research of public will is very urgent.Based on the CVM,a questionnaire survey was conducted on the public's willingness to ecological compensation in Yangzhou City,the source area of the east line of the South-to-North Water Transfer Project,The Willingness To Pay(WTP)and Willingness To Accept(WTA)compensation of residents in water source area are calculated by nonparametric estimation method and parametric model method.The results show that among 442 valid samples,the proportion of residents with willingness to pay and willingness to receive compensation is 76.70%and 75.11%respectively.The WTP and WTA values obtained by the combination of nonparametric method and parametric method are 206.47 yuan/(person·year)and 449.30 yuan respectively/(person·year),WTA/WTP value is 2.18.Finally,relevant policy suggestions are put forward.Through the analysis of residents'willingness to pay for ecological compensation and its differences in Yangzhou,the purpose is to provide reference for in-depth study of public participation in river basin ecological compensation and even wider social public management along the east line of South-to-North Water Transfer Project.
