铁路建设项目质量安全管理的做法和思考

On the Practice and Thinking of Quality and Safety Management of Railway Construction Projects

在实践铁路建设项目质量安全红线管理以来,工作中也不断完善了一些做法,优化了监理实施细则和处理流程措施,部分问题的整改(尤其是隧道缺陷整改)判识定性、过程盯控、过程记录及影响资料留存、质量验收等方面还存在一些问题,结合工作实际,进一步督促监理人员落实质量安全红线管理职责,落实问题整改过程中的方案审查、整改盯控、检验批验收、资料留存等方面的监理责任,督促监理人员充分发挥现场监管作用,使质量安全红线管理工作上台阶。

Since the implementation of the quality and safety red line management of railway construction projects,some practices have been continuously improved,and the supervision implementation rules and treatment process measures have been optimized.There are still some problems in the rectification of some problems(especially the rectification of tunnel defects),identification and characterization,process monitoring and control,process records and impact data retention,quality acceptance,etc.Combined with the actual work,we should further supervise and urge the supervisors to implement the quality and safety red line management responsibilities,implement the supervision responsibilities in the process of problem rectification,such as scheme review,rectification and control,inspection lot acceptance and data retention,and urge the supervisors to give full play to the role of on-site supervision,so as to improve the quality and safety red line management.
