Pre-Evaluation of Local Medical Service Price Reform Policy System:Index System and Discussion

新中国成立以来,我国历经数次医疗服务价格改革,但服务价格仍然无法体现其实际价值。2021年《深化医疗服务价格改革试点方案》的颁布,标志着我国医疗服务价格改革进入新阶段,鼓励地方制定医疗服务价格改革政策,探索形成机制。在政策制定中,政策预评估有助于提高政策制定的合理性、科学性与可行性。本文梳理医疗服务价格改革的历史进程和现实需要,归纳预评估指标体系构建的重要要素,提供普适意义上的医疗服务价格改革预评估指标体系,以期为地方构建预评估指标体系提供借鉴。

Since the founding of the country,China has undergone several price reforms for medical services,but its still cannot reflect the actual value of medical services.The National Policy Pilot Program for Deepening the Price Reform of Medical Services in 2021 marked that China's medical service price reform has entered a new phase to encourage localities to explore medical service price formation mechanisms.In policy formulation,policy pre-evaluation helps to improve the rationality,scientifi city and feasibility of that.This paper summarizes the historical process and realistic needs of medical service price reform and the important elements of the construction of pre-evaluation index system,also provides a universal medical service price reform pre-evaluation index system,in order to provide reference for local construction of pre-evaluation index system.
