共青团改革是一项系统的复杂工程,它的实施缘于内在的发展动力和外在的冲击压力,共青团的社会政治功能要回归初心和理性,来源于政党、政府、青年和市场的压力促使它加快改革的步伐。目前,共青团改革已经进入深水区,改革已经在回顾和反思之后"再出发",在"十四五"规划对青年工作提出新要求的大背景下,重新审视国内主要代表性城市,以及自主推进改革地方的举措,可以发现共青团改革存在干部选拔、干部进出、数据构建的改革悖论,必须从促进政治性与科学化的兼容,打破体制内外的壁垒,推动社会资源的整合等方面实现改革的创新突破。

The reform of the Communist Youth League is a systematic and complex project.Its implementation is due to the internal development momentum and external impact pressure.The social and political functions of the Communist Youth League should return to the original intention and rationality.The pressure from political parties,government,youth,and the market urges it to accelerate the pace of reform.At present,the reform of the Communist Youth League has entered the deepwater area,and the reform has been“re-started”after reviewing and reflecting.Under the background that the 14 th Five-Year Plan puts forward new requirements for youth work,re-examining the main pilot cities in China,and independently promoting the reform of local initiatives,we can find that there are reform paradoxes in the reform of the Communist Youth League,such as cadre selection,cadre entry and exit,and data construction.We must achieve reform and innovation by promoting the compatibility between politics and science,breaking down barriers inside and outside the system,and promoting the integration of social resources.
