我国部分地区优化婚前孕前保健服务实践分析

Analysis on the Practice of Optimizing Premarital and Pre-pregnancy Health Care Service in Some Areas of China

目的:了解我国部分地区优化婚前孕前保健服务的实践进展和存在的问题。方法:采用主题框架法,从领导治理、服务提供、筹资支付、人力资源和信息共享5个方面分析江苏省连云港市、湖南省株洲市、广西壮族自治区柳州市优化婚前孕前保健服务的做法与实践。结果:调研地区重视婚前孕期保健服务工作,选择“一站式”服务模式融合各项服务,采取多种方式进行宣传倡导,重视提升机构人员服务能力和健康信息共享平台建设。结论:各地应加强政府统一主导力度,推进卫生健康、民政、财政、宣传等多部门的合作,国家和地方积极对相关服务项目进行科学测算,进一步明确经费筹资标准,科学优化婚前医学检查场所布局及服务流程,加强婚前孕前保健在岗专业人员的业务培训和继续教育工作,进一步提高群众的健康意识和责任意识。

OBJECTIVE To understand the practice progress and existing problems of optimizing premarital and pre-pregnancy health care services in some areas of China.METHODS Thematic framework method was used to analyze the policy practices from five aspects of leadership and governance,service provision,financing and payment,human resources in healthcare,and information sharing related to optimize premarital and pre-pregnancy health care services in Lianyungang of Jiangsu,Zhuzhou of Hunan,Liuzhou of Guangxi.RESULTS The research area strengthen the emphasis on premarital and pre-pregnancy health care services,chose the“one-stop service”model to integrate various services,adopt various methods for publicity and advocacy at all levels,and pay attention to improving service organizations and personnel service capabilities and health information sharing.CONCLUSION All regions should strengthen the unified leadership of the government,promote the cooperation of multiple departments such as health,civil affairs,finance,and publicity.The state and local governments should conduct scientific calculations on related service items actively,further clarify funding standards,and scientifically optimize the layout of pre-marital medical examination sites and service process,strengthen the professional training and continuing education of pre-marital health care professionals on the job,and further improve the health awareness and sense of responsibility of the masses.
