推进我国交通运输适老化、无障碍环境建设的思考

Thoughts on Promoting the Construction of an Age-friendly and Barrier-free Transport Environment in China

我国是世界上人口最多的国家,具有庞大的潜在出行障碍人群,推进交通适老化、无障碍环境建设意义重大。目前,我国无障碍出行政策制度体系和相关标准规范体系加快建立和完善,出行环境不断改善,服务水平持续提升,示范引领不断加强。但是,仍存在法规政策体系层级有待提高,相关标准体系有待完善,多部门协同机制有待健全,出行服务水平有待提升等问题。借鉴发达国家经验,结合我国实际,进一步推进交通适老化、无障碍环境建设应重塑行业价值理念,建立协同推进机制,完善政策规划体系,强化标准引领,突出科技赋能,加强绩效评估。

China is the most populous country in the world,with a huge number of people with potential travel obstacles.It is of great significance to promote the construction of an age-friendly and barrier-free transport environment.At present,the barrier-free transport policy system and related standards and norms system have been established,the accessible transport environment and service levels have been improved,and the demonstration and leading role have been continuously strengthened.However,several problems still exist.To be specific,the level of the barrier-free regulatory and policy system needs to be advanced,the relevant standard system needs to be perfected,the multi-sector coordination mechanism needs to be enhanced,and the level of travel services need to be improved.Drawing on the experiences of developed countries and combining with China's situations,this study suggests to further promote the construction of an age-friendly and barrier-free transport environment by reshaping the value concept of industry,establishing a coordinated promotion mechanism,improving the policy planning system,reinforcing standards guidance,highlighting scientific and technological empowerment,and strengthening performance evaluation.
