A Preliminary Study on the Internal Logic of the New Development Pattern and High-Quality Development

“十四五”时期是我国步入全面建设社会主义现代化国家新征程的开局,也是向第二个百年奋斗目标进军的新起点。面对错综复杂的国内外环境,党的十九届五中全会对我国当前的经济发展阶段作出重要判断,明确指出“我国已转向高质量发展阶段”,并把“双循环”新发展格局作为我国实现高质量发展的根本保证之一。发展是我国解决一切问题的基础和关键,也是新发展格局和高质量发展的历史逻辑,新发展格局和高质量发展的根本落脚点都是发展,未来我国应重点实现新发展格局和高质量发展的动态平衡。针对当前存在的问题和挑战,文章提出实施创新驱动战略、完善区域协调发展的新型城镇化战略、培育完整内需体系,以及推动需求牵引供给和供给创造需求,以实现新发展格局和高质量发展的动态平衡和匹配。

During the“14th Five-Year Plan”period,China started on a new journey of building a socialist modern country in an all-around way,which is also a new starting point for China to march towards her second centennial goal.Be faced with the complex domestic and international environments,the Fifth Plenary Session of the 19th CPC Central Committee made an important judgment on the current stage of China’s economic development.The Fifth Plenary Session definitely pointed out that“China has turned to the stage of high-quality development”and took the new development pattern of“dual circulation”as one of the fundamental guarantees for China to achieve high-quality development.The historical experience of reform and opening-up over the past 40 years shows that development is the basis and key for China to solve all problems,which runs through all stages of China’s practice and exploration,and is also the logical thread of the new development pattern and high-quality development.The fundamental foothold of the new development pattern and high-quality development is to make development.High-quality development is the internal requirement for constructing a new development pattern.The focus of the new development pattern is to match the links of production,distribution,circulation,and consumption,which is the fundamental guarantee for high-quality development.To understand this theoretical logic correctly is the key to the comprehension of the 14th Five-Year Plan and the Long-Term Goal of 2035.At present,although China has many conditions and advantages for her economic development,she is confronted with the problems of disparate and insufficient development.Therefore,China should focus on realizing the dynamic balance between the new development pattern and high-quality development in the future.Firstly,China should implement the innovation-driven strategy to promote the high-quality development to its high end;Secondly,China should promote the implementation of the new urbanization strategy with regionally-coordinated development and promote the integration of the domestic market;Thirdly,China should cultivate a complete system of domestic demand,which helps upgrade the new development pattern;And fourthly,China should promote the supply driven by demand and the demand created by supply,so as to realize the sustainability of high-quality development.All in all,China should steadily promote the overall construction of socialist modernization through the high-end achievement,rationalization,upgrading,and sustainability of the new development pattern and high-quality development.
