监管沙盒的国际经验借鉴及对我国的启示

International Experience and Local Development Practice Study of Regulatory Sandbox

“监管沙盒”作为一种新型的监管框架,其设计目的是以更安全的方式去鼓励金融创新,达到不断优化监管模式的效果,做到金融服务实体经济与预防金融风险的协调统一。本文通过归纳总结、对比分析英国、新加坡等国家沙盒制度应用的经验做法,探讨我国金融监管沙盒发展面临的机遇与挑战,为我国未来监管沙盒更好发展提供若干思路。

As a new regulatory framework,"regulatory sandbox"is designed to encourage financial innovation in a safer way,achieve the effect of continuously optimizing the regulatory model,and achieve the coordination and unity of financial services to the real economy and financial risk prevention from a higher level.Based on China's local reality,this paper summarizes the experience and practice of the application of sandbox system in developed countries such as Britain,the United States and Singapore,and explores the shortcomings of China's financial supervision sandbox construction,in order to put forward some ideas for the better development of China's supervision sandbox in the future.
