高校知识产权信息服务分析的框架与实例研究

Framework and Case Study of Intellectual Property Information Service Analysis in Colleges and Universities

随着国家和社会相关职能部门纷纷在高校图书馆设立知识产权信息服务中心,大力推进信息服务产业发展,高校知识产权信息服务面临良好的发展机遇。然而,高校知识产权信息服务目前还缺乏规范化流程和高质量分析内容。定义了4个不同级别的专利分析内容和分析框架,主张在专利分析中不仅需要“定量”的统计分析,更需要与人的智力相结合,突出“定性”分析,从而使专利分析人员充分发挥高校知识产权信息服务主体对高校知识产权成果的评价和转化作用。

As the relevant functional departments of the state and society have set up intellectual property information service centers in university libraries one after another to vigorously promote the development of information service indus⁃try,intellectual property information service in colleges and universities faces good development opportunities.However,the intellectual property information service in colleges and universities still lacks standardized process and high-quality analysis content.This paper defines four different levels of patent analysis content and analysis framework,and advocates that patent analysis not only needs“quantitative”statistical analysis,but also needs to be combined with human intelli⁃gence and to highlight“qualitative”analysis,making the patent analysts give full play to the role of intellectual property information service subjects in evaluating and transforming intellectual property achievements in colleges and universities.
