信息时代科研机构“零接触”评审的实践探索与思考

Practical exploration and thinking on the"zero-touch"review of scientific research institutions in the information age

接受定期常态化评审是国家及省部级重点科研机构的一项常规任务,科研机构常态化评审十分必要。目前国家及省部级重点科研机构现行的定期评审多以线下递交纸质材料及现场考察答辩的方式进行。近年来,“无纸化”信息管理的发展极为迅速,“零接触”评审模式势在必行。在此背景下,本文以教育部和国家卫生健康委员会(卫健委)器官移植重点实验室的年度评审为研究及分析内容,重点阐述并探讨科研机构信息电子化管理状况、机构基本信息一次性填报及报告完整性评估、科研成果归属自动检验以及“零接触”材料递交及评审等内容,旨在探索和初步分析信息时代科研机构“零接触”评审的重要性和可行性,同时提出关于加速实现科研机构“零接触”评审管理的几点思考。

It is a routine task of key scientific research institutions at the national,provincial and ministerial levels to accept normalized periodic reviews,in which periodic reviews of scientific research institutions are very necessary.At present,the current periodic reviews of key scientific research institutions at the national,provincial and ministerial levels are mostly carried out by submitting paper materials offline and on-site inspection and defense.In recent years,the development of"paperless"information management has been extremely rapid,and therefore the"zero-touch"review model is inevitable.In this context,this article investigates and analyzes the annual review of the Key Laboratory of Organ Transplantation by the Ministry of Education and the National Health Commission,with a focus on elaborating and discussing the status of electronic information management of scientific research institutions,one-time filling of basic information of institutions and completeness assessment of reports,automatic inspection of the attribution of scientific research results,and submission and review of"zero-touch"materials.It aims to explore and initially analyze the importance and feasibility of"zero-touch"review for scientific research institutions in the information age,as well as put forward some thoughts on accelerating the realization of"zero-touch"review management for scientific research institutions.
