被处罚主体认定适格是卫生健康行政处罚合法的先决条件。本文从统一社会信用代码的视角,结合新施行的《行政处罚法》及新的司法解释,对卫生健康行政被处罚主体的认定进行探讨,以期做到依法行政,提高卫生健康行政执法能力。
