基于传统模式与风险评级模式下辽宁省“双随机”试抽结果对比分析

Comparative Analysis of Double Random Test Results in Liaoning Province Based on Traditional Model and Risk Rating Model

卫生健康监督执法领域开展的“双随机”抽查有效地提升了监管的公平性、规范性和有效性,而传统模式下“双随机”抽查也存在针对性不强、重点不突出、抽效率不高的问题。本文总结了基于传统模式与风险评级模式下辽宁“双随机”抽查结果,通过比较分析各类主体的试抽结果,探寻适用于信用监管背景的“双随机”抽查模式。

The double random sampling in the field of health supervision and law enforcement has effectively promoted fairness,standardization,and effectiveness.However,under the traditional mode,the practice of double random sampling also shows the problems of low pertinence,low focus,and low efficiency.This paper summarizes the results of double random sampling in Liaoning Province based on the traditional mode and the risk rating mode.By comparing and analyzing the test results of various subjects,this paper explores a double random sampling model suitable for the background of credit supervision.
