促进科技成果转化的宁夏科技金融政策研究

Research on Ningxia’s Science and Technology Finance Policy to Promote the Transformation of Scientific and Technological Achievements

科技成果转化是解决科技与经济“两张皮”的重要途径。金融资本作为科技成果转化的第一推动力,是促进科技成果转化的重要抓手。本文主要对宁夏科技金融现行的政策制度进行梳理,特别是对科技金融政策产品运行情况进行总结分析,找出宁夏科技金融发展存在的问题和政策缺陷。本文通过调研江苏、重庆等地如何利用科技金融推动科技成果转化,借鉴其中适合于宁夏科技金融发展的做法和经验,提出宁夏科技金融政策补充、修改、优化的建议。

The transformation of scientific and technological achievements is an important way to solve the disjointed problem between science and technology and the economy.As the first driving force for the transformation of scientific and technological achievements,financial capital is an important starting point for promoting the transformation of scientific and technological achievements.This research mainly sorts out the current policy system of Ningxia’s science and technology finance,especially summarizes and analyzes the operation of science and technology finance policy products,and finds out the problems and policy defects in the development of Ningxia’s science and technology finance.By investigating how Jiangsu,Chongqing and other places use science and technology finance to promote the transformation of scientific and technological achievements,and drawing on the practices and experiences suitable for the development of science and technology finance in Ningxia in this study,suggestions for supplementing,modifying and optimizing Ningxia’s science and technology finance policies are put forward.
