人口老龄化背景下我国养老资源配置公平性的实证分析

Analysis of Equality of Pension Resource Allocation in China Under the Background of Population Aging

利用基尼系数及泰尔指数评价2010年和2019年我国东、中、西、东北四大区域养老资源配置的公平性,发现其养老资源按人口配置均好于按面积配置,不同年份按人口和面积配置的养老资源泰尔指数贡献率都是区域间差异显著大于区域内差异,说明养老资源配置不公平主要来自区域间。国家应着力改善前述四大区域内部养老资源配置结构,不断优化区域间养老资源配置结构。

Gini coefficient and Theil index are used to evaluate the equity of pension resource allocation in the four regions of east,middle,west and northeast China in 2010 and 2019.It is found that it is better to allocate pension resource according to population rather than area.The contribution rate of Theil index of pension resources in different years,whether allocated by population or area,shows greater difference among regions than that within regions.It indicates that the inequality of pension resource allocation mainly lies among regions.The government should focus on improving the allocation structure of pension resources in the four regions,and constantly optimize the allocation structure of pension resources among them.
